Inside the Downtown Design District, the West End Overlay, the six historic preservation districts and on local landmarks, exterior changes need a Certificate of Appropriateness before a building permit. That covers storefront glass, doors and windows, awnings, exterior materials, lighting and signs. Work that stays inside the building does not need design review.
Most storefront changes are a minor application reviewed by City staff for $100, with no public hearing. Signs have their own $150 application. Larger projects, such as new buildings, additions and demolition, go to the Design Review Board or Historic Review Board at $300 per review phase, with a posted notice and a public hearing.
